clicks] 00:00:12.000 --> 00:00:15.000 To get some relevancy on why we're talking about EVs today, 00:00:15.000 --> 00:00:17.000 our region is actually in ozone non-attainment, 00:00:17.000 --> 00:00:19.000 which means it does not meet the federal standards 00:00:19.000 --> 00:00:22.000 outlined for the harmful pollutant, ozone. 00:00:22.000 --> 00:00:26.000 Ozone itself is created when nitrogen oxides and volatile organic compounds 00:00:26.000 --> 00:00:29.000 interact with sunlight to create that harmful pollutant. 00:00:29.000 --> 00:00:32.000 As electric vehicles have no emissions, 00:00:32.000 --> 00:00:37.000 and most of the emissions in our region producing ozone are from the transportation sector, 00:00:37.000 --> 00:00:44.000 we are promoting EV adoption because we are hoping it can decrease ozone trends over time. 00:00:45.000 --> 00:00:48.000 When we talk about EVs in general, there are a few different vehicles 00:00:48.000 --> 00:00:51.000 that can be categorized as an electric vehicle itself. 00:00:51.000 --> 00:00:53.000 The first is a fuel cell electric vehicle (FCEV). 00:00:53.000 --> 00:00:56.000 Those are more commonly referred to as hydrogen fuel cells. 00:00:56.000 --> 00:00:58.000 They're not currently on the market in Texas, 00:00:58.000 --> 00:01:00.000 so you don't see too many of those. 00:01:00.000 --> 00:01:04.000 The plug-in hybrid electric vehicle (PHEV) is an EV with a smaller electric battery 00:01:04.000 --> 00:01:08.000 and when that depletes, it can use a backup gasoline engine. 00:01:08.000 --> 00:01:10.000 And then there's the full battery electric vehicle (BEV), 00:01:10.000 --> 00:01:13.000 which just has the battery. 00:01:13.000 --> 00:01:17.000 There are approximately 14,000 EVs in North Texas today, and of that, 00:01:17.000 --> 00:01:21.000 75% are battery electric (BEV) and 25% are plug-in hybrids (PHEV). 00:01:24.000 --> 00:01:29.000 This is a brief snapshot of EV growth that we have witnessed across Texas over time. 00:01:29.000 --> 00:01:33.000 In the last five years, North Texas itself has observed 00:01:33.000 --> 00:01:39.000 a 32.5% average annual growth rate for EVs 00:01:39.000 --> 00:01:41.000 --and it's pretty exciting for us. 00:01:41.000 --> 00:01:46.000 Seeing that year after year has been pretty eye-opening 00:01:46.000 --> 00:01:49.000 in seeing how much EVs can change over time. 00:01:49.000 --> 00:01:52.000 In 2020, we did see a small dip. 00:01:52.000 --> 00:01:55.000 However, we do attribute that to the pandemic and some other factors, 00:01:55.000 --> 00:01:59.000 so we do anticipate EVs to continue to rise in the future. 00:02:01.000 --> 00:02:04.000 There are many projections that have been released 00:02:04.000 --> 00:02:10.000 that anticipate EVs could be up to 55% of all vehicles on the road by 2040. 00:02:10.000 --> 00:02:15.000 Currently we're at less than 1% of EVs on the road, so in less than 20 years, 00:02:15.000 --> 00:02:17.000 having that great of a change requires us to do a lot of work, 00:02:17.000 --> 00:02:22.000 to be proactive and ready for EVs as they increase on the market, 00:02:22.000 --> 00:02:24.000 and increase on the roadways themselves. 00:02:27.000 --> 00:02:29.000 When people are looking to buy a vehicle, 00:02:29.000 --> 00:02:31.000 there are a couple of different tools to see and use 00:02:31.000 --> 00:02:34.000 in order to figure out if EVs are right for you. 00:02:34.000 --> 00:02:38.000 The Alternative Fuels Data Center has a Vehicle Cost Calculator 00:02:38.000 --> 00:02:42.000 which allows you to compare and assess the total cost of ownership 00:02:42.000 --> 00:02:45.000 of an electric vehicle versus a similar gasoline vehicle. 00:02:45.000 --> 00:02:49.000 EVs, while they do have a higher sticker price 00:02:49.000 --> 00:02:52.000 when you're purchasing them at the beginning, 00:02:52.000 --> 00:02:55.000 they do tend to have lower maintenance costs 00:02:55.000 --> 00:02:57.000 as well as lower fuel costs over their lifetime, 00:02:57.000 --> 00:03:00.000 so over the lifespan of the vehicle itself, 00:03:00.000 --> 00:03:02.000 it does tend to be cheaper over time. 00:03:04.000 --> 00:03:07.000 There are a couple of different levels of charging infrastructure 00:03:07.000 --> 00:03:10.000 when you do have an EV to take into account. 00:03:10.000 --> 00:03:14.000 All of these are varied based upon the speed of the charging itself. 00:03:14.000 --> 00:03:18.000 Level 1 --you don't see too many of those because they are slower chargers. 00:03:18.000 --> 00:03:22.000 Level 2 is by far the most common type of charger across Texas 00:03:22.000 --> 00:03:24.000 --there are almost 3000 dispersed across the state. 00:03:24.000 --> 00:03:28.000 The DC fast chargers are the fastest ones 00:03:28.000 --> 00:03:30.000 --the most powerful chargers out there right now-- 00:03:30.000 --> 00:03:33.000 there are over 270 of those across Texas, 00:03:33.000 --> 00:03:37.000 and those can get 60-80 miles per 20 minutes of charge. 00:03:37.000 --> 00:03:40.000 Basically you're only using those when you don't have time 00:03:40.000 --> 00:03:44.000 dedicated to be able to charge your vehicle over a longer time span. 00:03:46.000 --> 00:03:48.000 This here is a brief snapshot 00:03:48.000 --> 00:03:52.000 of all the existing electric vehicle infrastructure in North Texas. 00:03:52.000 --> 00:03:56.000 You can see all the different types of EV chargers that are publicly available today. 00:03:56.000 --> 00:03:58.000 You can access all of these 00:03:58.000 --> 00:04:02.000 and see not only where local North Texas chargers are, but also across the country 00:04:02.000 --> 00:04:07.000 at the Alternative Fuels Data Center (AFDC) Alternative Fuel Station Locator tool. 00:04:07.000 --> 00:04:09.000 It is available via an Internet browser 00:04:09.000 --> 00:04:13.000 --or they do have iPhone and other phone apps available. 00:04:13.000 --> 00:04:16.000 Within the app, you're able to see what type of charger it is, 00:04:16.000 --> 00:04:18.000 if there's any time constraints on it, 00:04:18.000 --> 00:04:22.000 as well as be able to put in different destinations on where you're going, 00:04:22.000 --> 00:04:25.000 and you could see where the closest and most convenient chargers are. 00:04:25.000 --> 00:04:29.000 So you never have to worry about your vehicle running out of battery life 00:04:29.000 --> 00:04:31.000 when you're trying to get from point A to point B. 00:04:33.000 --> 00:04:37.000 In order to expand the existing infrastructure that we currently have, 00:04:37.000 --> 00:04:42.000 there is some funding available that we are very much encouraging people to take advantage of. 00:04:42.000 --> 00:04:44.000 The Volkswagen Settlement Texas Mitigation Plan (TxVEMP) 00:04:44.000 --> 00:04:47.000 --Zero Emissions Vehicle Infrastructure-- 00:04:47.000 --> 00:04:49.000 currently has funding open for Level 2 chargers 00:04:49.000 --> 00:04:53.000 so we'll reimburse up to $2500 per installation, 00:04:53.000 --> 00:04:58.000 which may not exceed 70% of the costs for publicly available chargers, 00:04:58.000 --> 00:05:02.000 as well as 60% of the cost for workplace and multi-unit chargers. 00:05:02.000 --> 00:05:04.000 This Volkswagen money is first-come-first-serve 00:05:04.000 --> 00:05:08.000 and it does go out in September of this year. 00:05:08.000 --> 00:05:11.000 If you are private entity, you can pair that with 00:05:11.000 --> 00:05:13.000 the Alternate Fuel Infrastructure Tax Credit, 00:05:13.000 --> 00:05:17.000 which covers an additional 30% of costs, not to exceed $30,000, 00:05:17.000 --> 00:05:22.000 and you have to install it before December 31, 2021. 00:05:24.000 --> 00:05:27.000 EV charging at workplaces and multi-unit dwellings 00:05:27.000 --> 00:05:31.000 are two of the areas where we are focusing a lot of outreach. 00:05:31.000 --> 00:05:33.000 There are a lot of benefits for a property in general: 00:05:33.000 --> 00:05:35.000 It could differentiate a property. 00:05:35.000 --> 00:05:37.000 It can show public commitment to being green. 00:05:37.000 --> 00:05:41.000 It can double EV commuting range for any tenants or workers there. 00:05:41.000 --> 00:05:43.000 And if you plan and accommodate early, 00:05:43.000 --> 00:05:45.000 the cost of the EV infrastructure itself 00:05:45.000 --> 00:05:49.000 --with installation costs and everything-- can be a lot lower. 00:05:49.000 --> 00:05:54.000 We are encouraging people to connect with companies, developers, facility managers, 00:05:54.000 --> 00:05:56.000 to request that infrastructure on site 00:05:56.000 --> 00:05:58.000 and share details for the current funding 00:05:58.000 --> 00:06:04.000 so we can get more chargers for those different communities installed. 00:06:04.000 --> 00:06:08.000 To do that we created a couple different flyers that we have for distribution 00:06:08.000 --> 00:06:11.000 that you can access on these websites right down here. 00:06:11.000 --> 00:06:13.000 One of them is focusing on workplace charging are currently looking to purchase an EV for themselves, 00:06:23.000 --> 00:06:25.000 there is money for that as well. 00:06:25.000 --> 00:06:28.000 The Plug-in Electric Drive Vehicle Credit 00:06:28.000 --> 00:06:32.000 funds up to $2500-$7500 based upon the vehicle 00:06:32.000 --> 00:06:34.000 that you could take advantage of. 00:06:34.000 --> 00:06:38.000 If you know of a fleet that has medium to heavy-duty trucks, 00:06:38.000 --> 00:06:41.000 there are other funding opportunities available for them. 00:06:41.000 --> 00:06:44.000 We have some of those listed on our air quality funding page, 00:06:44.000 --> 00:06:47.000 which is nctcog.org/AQfunding. 00:06:47.000 --> 00:06:50.000 If you know any companies or cities that you think could benefit 00:06:50.000 --> 00:06:53.000 from those larger, medium to heavy-duty vehicles being electric, 00:06:53.000 --> 00:06:58.000 definitely send them that in that information and those opportunities, 00:06:58.000 --> 00:07:01.000 because we do encourage them to take advantage of the funding for those as well. 00:07:01.000 --> 00:07:08.000 Texas, additionally, did have funding of up to $2500 on a rebate for EVs. 00:07:08.000 --> 00:07:11.000 The latest round did expire on January 7, 2021, 00:07:11.000 --> 00:07:13.000 so it's currently not available. 00:07:13.000 --> 00:07:19.000 However, there are a few different bills that are in the Texas Legislature 00:07:19.000 --> 00:07:22.000 which could possibly impact that rebate. 00:07:22.000 --> 00:07:27.000 House Bill 2221 --more commonly referred to as the Electric Transportation Act-- 00:07:27.000 --> 00:07:31.000 does cover and proposes a few updates to that state incentive 00:07:31.000 --> 00:07:35.000 which would require the dealer to credit the incentive payment 00:07:35.000 --> 00:07:38.000 to the buyer at the time of sale. 00:07:38.000 --> 00:07:41.000 Currently, you do not get it off at the time of sale. 00:07:41.000 --> 00:07:44.000 You submit paperwork and then you get reimbursed later, 00:07:44.000 --> 00:07:46.000 so that would streamline the process a little bit, 00:07:46.000 --> 00:07:52.000 and then it would also expand the rebate to provide up to $4000 for light-duty EV trucks 00:07:52.000 --> 00:07:54.000 that are coming on the market. 00:07:54.000 --> 00:07:57.000 For those that are interested in electric vehicles, 00:07:57.000
